Buku ini disiapkan cukup lama, yang bermula dari kepedulian penulis tentang kondisi Sumber Daya Air yang dalam dasawarsa terakhir mengalami tingkat kekritisan yang hampir sampai ke titik nadir akibat ulah manusia yang sibuk membangun prasarana fisik, namun melupakan upaya pelestarian sebagai dua sisi mata uang yang tak terpisahkan.

Kekhawatiran tentang kerusakan lingkungan akibat ulah manusia (salah satu fenomena yang dikenal sebagai tragedy of the common relatif baru mulai disadari dan dipermasalahkan manusia (pada level terbatas), yakni pada akhir abad ke 20, padahal sudah diperingatkan oleh Allah SWT dalam Al-Quran sejak lebih dari 1500 tahun yang lalu mengenai hal tersebut. Pelaku-pelaku kerusakan di muka bumi yang membawa malapetaka langsung, banjir, gempa bumi, tsunami, dan sebagainya, atau melalui fenomena tragedy of the common disejajarkan oleh Allah SWT sebagai perbuatan dosa seperti: orang munafik, kafir. munafik dan sebagainya. Abstract

Development and management of Irrigation as a vital component of the total agriculture has been advancing significantly within the last few decades. Today, irrigated agriculture has undergone a huge transformation. Its role in the economic development of a country changes as a part of the transformation. Particularly in the food staples sector, it was the major engine of national economic growth, and can play a very significant role in reducing poverty.

Under the transformation process, the irrigation development had been highly and rigorously concentrating on the production function, without ever giving attention on the other highly essential agricultural functions which are, ecological and livelihood functions as well as other multi-functionalities of irrigated agriculture. Through a series of experiences on the country’s development, Indonesia has been encountered by a number of problems on the provision of adequate food supply for its rapid growing population. The underlying food security program has been hampered by the dilemma for maintaining sustainable rice production on the one hand, while keeping pace with the increasing population growth. Irrigation development is also constrained by the rapid expansion of human settlement and industries, as well as the inappropriate land uses, and poor maintenance of the existing irrigation infrastructures. (A Special Case of the Citarum River Basin, West Java Province, Indonesia)

ABSTRACT

During the last few decades, Indonesia has been increasingly hampered by problems for provision of adequate food supplies due to the adverse impacts of the rapid growing population as well as constraints on land-water and productivity relationships. Meanwhile, the underlying food security program has also been unable to sustain rice production on the one hand, and keeping pace with the productivity level to meet the demands of the increasing population growth on the other.

Despite the abundance water potential the Indonesian Archipelago has, the water resources development and management (WRDM) effort is constantly constrained by uneven water resources distribution by islands and by regions. Most significantly, the problems of WRDM have also become increasingly aggravated, due to the lack of consideration of the resolution for the escalating conflicts amongst water users for agriculture, fisheries, domestic, livelihoods, industries, hydropower, flood control, as well as for environment. My Second Grandchild

Please allow me to introduce Muhammad Sabar Teguh Putra Gany or Putra, a new addition to our big family. Putra is the son of my daughter Batari and Her Husband, Dani. He was born on August 20th, 2006.

Putra is my second grandchild after Putri (Putri Naila Gany, now 6 years old) who is currently living in Singapore with her parents Rane and Fenny. Both of them are geographically miles away, but look at how they  met for the first time in a virtually way, thanks to the fascinating technology called internet. :-)
